The Philadelphia Office of Public Safety (OPS) invites eligible community-based organizations (CBOs) to submit their applications for the Anti-Violence Community Partnership Grants (AVCPGs), comprised of the Targeted Community Investment Grant (TCIG), the Community Capacity Grant (CCG), and the Community Expansion Grant (CEG), as well as the Safety Through Care grant (STC). The AVCPGs and STC are administered by the Office of Public Safety’s Division of Community Grants.
Philadelphia’s P.I.E. approach to public safety – Prevention, Intervention, and Enforcement – establishes the strategic priorities for OPS, which focuses on prevention and intervention. Community-Based Organizations (CBOs) bring trusted relationships, local knowledge, and community-rooted expertise that help ensure prevention and intervention strategies respond to the distinct conditions of the neighborhoods and communities they serve.
Available Funding Opportunities
The grants offered by the Office of Public Safety support emerging and established CBOs in Philadelphia offering prevention and intervention programming and services to reduce and sustain reductions in violence, particularly gun violence, problematic drug use, and overdose through proven interventions, diversion activities, and community-based efforts. All Philadelphia CBOs are welcome to apply. New and emerging organizations as well as organizations that have struggled to secure funding from other sources are also encouraged to apply.
Targeted Community Investment Grant
Appropriate for organizations with fewer than five years of experience managing grant-funded programming and funding.
Funding amount(s) available:
- $10,000
- $25,000
- $40,000
- $50,000
Who Can Apply
- Programming or event(s) must occur during the grant period: June through September 2027.
- Programming must take place in Philadelphia and serve Philadelphia residents.
- One-time anti-violence intervention, prevention, and community investment programs and events are eligible
- Applicants must meet all TCIG eligibility and compliance requirements.
Community Capacity Grant
Appropriate for former TCIG-funded organizations that are at least 3 years old and have experience managing cumulative funding of at least $40,000.
Funding amount available: $75,000
Who Can Apply
- Programming must occur during the grant period: March through December 2027.
- Programming must occur during at least six months of the nine-month grant period.
- Programming must take place in Philadelphia and serve Philadelphia residents.
- Funded organizations must have been TCIG grantees in 2024, 2025, and/or 2026.
- TCIG Spend reports must have been submitted on time and in good order.
- TCIG programming must have been completed in alignment with the funding proposal and OPS approval.
- Programming must be an expansion and/or increase of TCIG-funded programming.
- Funded organizations must have operational budgets of $250,000 or less.
Community Expansion Grant
Appropriate for organizations that are at least 3 years old and have experience managing concurrent funding of at least $75,000.

Who Can Apply
- Programming or event(s) must occur during the grant period: January through December 2027.
- Programming must occur during at least nine months of the twelve-month grant period.
- Programming must take place in Philadelphia and serve Philadelphia residents.
- Programming must occur during at least six months of the nine-month grant period.
- Funded organizations must have operational budgets of $5,000,000 or less.
Safety Through Care
Appropriate for organizations that respond to Philadelphia communities affected by the overdose crisis and that have experience managing cumulative funding of at least $100,000.
Funding amount available: $150,000
Who Can Apply
- Programming must occur during the grant period: January through December 2027.
- Programming must occur during at least nine months of the twelve-month grant period.
- Programming must take place in Philadelphia and serve Philadelphia residents.
- Funded organizations must be designated 501(c)(3) charitable organizations.
Selection Process
Philadelphia CBOs are welcome to apply for grant funding. All applications must be submitted using the Submittable platform. Usage of Submittable requires the free creation of a Submittable account. Interview invitations, award notifications, and other OPS communications will be provided via Submittable; applicants and grantees are expected to check Submittable messages regularly and respond promptly.

Interview: Applicants for CCG, STC, and CEG may be invited to interview. Additional information, including full programming calendar and budget narrative may be requested at that time.
Final Decision/Selection: The selection of funded organizations will be based on the combined application and interview score. All applicants will receive written notification of their funding decision. Organizations selected for funding may be required to provide additional information and/or documentation at that time.
